Step 1

Draw a 109x33 rectangle. Apply a style from the Plastic styles (in Fireworks CS4 ) or download styles: Web 2.0 Styles. With the applied style you will get the first stroke. If you have no stroke, add one.

Step 2

Apply a roundness of 5 in pixels (px)

Step 3

For the second stroke, we are using, Photoshop Live Effects. Check Stroke with a 1px width and your custom color

Step 4

To polish things up, select a dark color for the outer stroke (from Photoshop Live Effects) and a lighter color for the inner stroke and you are done!

Glow

You can even get a third stroke (on top of the others) by selecting the Glow filter.

Result

To polish things up, select a dark color for the outer stroke and a lighter color for the inner stroke and you are done!
