First off, Select the gradient tool on the tooldbar

Then select the Blinds Gradient from the list

Once you have made a gradient with that. Make your text and move it so the text is so the gradient is right through the middle of the text.

After you hVe done that go to windows on the top and then select dockable dialogs and you will see your layers popup.
Right click on the text layer and select "Merge Down" then go to filters on the top bar.
go to edge-detect and select "Neon"


Set the Amount to - and the radius as 1.0
and the final result will have your text looking something like this
