Find and complete the 'Keep the Peace' side mission.
In order to start these side missions you will need to reach certain points in the main storyline, there are a total of 12 missions that need completing, five in Dodge City, and seven in Empire City, you can receive the missions in Dodge by pressing Y to talk to Pat Denton who is opposite the Shopkeeper, and by talking to the Federal Marshal who is outside Hoodoo's Casino in Empire City. Once you complete them all the achievement will unlock.
