You should get this around the end of the game if you drive most places and don't let your partner drive much. Every mile does count so be sure to sometimes take the longer route to put in a good few extra miles.
In all most cases, your destinations are pretty close to one another but when a street crime pops up, some of those are on the other side of the city. So a drive there and back will get you a lot of extra miles.
Tips
Don't let your partner drive.
Take a lot of street crime cases.
Take some longer back road routes when going to a case.
