Things you will need:
1. Extract your gamesave to your computer.
2. Open up Fallout3VE
3. Open up your gamesave in Fallout3VE
4. Mod what you want
4a. To mod your S.P.E.C.I.A.L. to max simply click "Max S.P.E.C.I.A.L."
4b. To mod your level or XP simply input what you would like your level or XP to be
4c. To mod a weapon that you would like follow these pictures:
5. Finally click save.
6. Replace this gamesave with the one on your storage device.

3. Paste the code into the "FormID" box. Then type in how many of them you want in the "Quantity" box. Then put the "Condition" as 1,000.
