On any Council Mission go for Slingshot instead of RANDOM (Original Game).

Now for the Mission itself just Escort the Triad Guy to the EVAC Zone.. I had 3-4 Sektoids 2-3 Thinman and 1 Chryssalid near the End (EASY DIFFICULTY). Like the other Escort Missions just keep the VIP in Cover behind your Soldiers and you should be Fine.

The Achievement Unlocks right after Completing the Mission.

After you have Completed the Mission Check your Soldiers you should have a New Chinese Soldier ( Lieutenant Rank) you will need him for the Final Main Story Mission if you want the Rising Dragon Achievement.
