First, obtain the vertical takedown ability from the waynetech menu. Then get on top of a gargoyle and wait for an armed thug to get under you. Press (Y) to string him from the gargoyle and wait for another thug to investigate. With the second thug under the first, throw your batarang to drop him the hanging thung on the other thug. The achievement should then unlock.
