So you don't spend a half hour running around the mountain trying to find a way up like I just did... there is a path called "The 7'000 steps" just northwest of Ivarstead hope this helps good luck.
You earn this achievement by completing this mission mentioned above and it again is a main story mission which means that you can't miss it if you play through the regular main storyline of the game.
