There is talk that ONline does not count toward you total. I have 501 Online and 215 Offline and no ach. So if you are having trouble just do road rages with the Inferno Van.
EDIT: Online takedowns only count if there is an event ( Race, Freeburn Challenge, Etc.. ) active. So if you aren't seeing results try that out. You will see the actual count in total takedowns.
Basically, either be earning these takedowns offline anywhere, or online in events to hear that ever so satisfying achievement pop noise.
