All you need is a Little Evie pistol, no matter what level or prefix. The Little Evie is a unique pistol manufactured by Maliwan. It is obtained from Lil' Sis after killing Mr. Bubbles without hurting Lil' Sis in the process. (You need the Scarlet DLC to get/use this gun.)

You need to have the Evie equipped, and have one other gun equipped too. The 2 remaining equipped slots needs to be empty. (If you have modded Bonus Stats for Reload Speed, I recommend you turn your BAR off while doing the glitch, you can turn it back on before you start the mayhem.) Empty the magazine on the Evie by firing all the bullets. BEFORE the automatic reload animation finishes, quickly swap to your other equipped gun and then quickly swap back to the Evie. Just a quick double tap on Gun Swap button. Keep doing this, make sure the Evie never gets a chance to reload. After successfully swapping about 20 times, finish off by swapping to your second gun. Open your inventory, and unequip the Evie. (It is vital that the Evie never got to reload.)

What we are going for here, is the hidden bonus in the Little Evie's red text, Shock and awwwww! So cute!. It gives you a bonus on Action Skill cooldown time whenever you kill something. What we just did, stacks the effect, so now, your character will be getting instant cooldown by killing an enemy. Boom. Profit.
