The description of this achievement is very misleading as when you begin the game, many of the stronger weapons are locked. You have to purchase them and not simply unlock them. There are five pistols, six close combat weapons, six assault rifles and five special weapons, for a total of twenty-one weapons. Guns that are unlocked by picking them up off dead bodies do NOT count towards these achievements. Those are all considered bonus weapons.
