This can only be done during Chapter 2, 'Hover Train Hijinx', during Story or Freeplay.
You will get to the part in this level where you see four cop cars and flying robot turrets in the sky shooting at you. Use Elastigirl's bike and hold [ Register or Signin to view external links. ] to perform a wheelie. Keep holding it until the achievement unlocks. This is the best spot to do this since it's a straight forward path.
