In order to achieve 100% completion you will need to collect the following:

Collect all 100 Minikits (These are in the free play levels after the story)
Collect all 196 Characters and Vehicles
Collect all 200 Gold Bricks (From story, free play, hub world, and quest)
Collect all 20 Red Bricks (Don't have to purchase these. From free play levels and hub)
Collect all 30 Posters (20 in free play and 10 in hub)
Achieve 'True Villain' in each level.
Complete all Hub Challenges
Complete all quests
Complete all 30 Races
Defeat all 5 hub Bosses (Has a boxing fist icon; complete quest to unlock them throughout the hub)
All 9 Monuments Vandalized (Requires 90 gold bricks)

IMPORTANT NOTE: After completing everything, you'll be at 99%. At this time, make sure you fast travel to the Swamp and head inside the Hall of Doom to receive your last vehicle collectible and a big surprise!
