Exit WORK and walk straight back to that first courtyard on Level 1. Return to your starting point (forward and to the right) and you will see that an elevator has appeared. Enter it, press the button to your left and select 'Level 2' (you select levels by pressing the D-pad in the direction represented on screen).

When you get out of the elevator on Level 2, walk straight until you are in a semi-open area. Turn right and continue walking forward and you will see a glowing door in the distance, which is the IMMIGRATION OFFICE. Walk up to it and try to enter. The door will remain closed and turn black, unlocking the achievement.

For reference, you will not be able to enter the IMMIGRATION OFFICE until you have collected all four documents.
