It's not spam but some people do join in without even knowing the member at all just to get their post count up

Eh, this is a tough one to answer a "correct" answer. This question can be answered both ways. It can be considered as spam so why not report the post and it can not be counted as spam so you just leave it as that. When I paid for my first sticky and some members posted "GLWS, Keep up with the good work" - I felt it was a warm message to say to me. It would be a different story all together if it was a spam reply like "GLWS" instead of saying "GLWS I hope it goes well for you". (Do you know what I mean?)
