I just built a new PC and whenever I switch it on, it boots and shows the bios screen, then asks if I want to boot into safemode or normally etc.
When I try and boot either safemode or normal my computer reboots and starts the process again.
Anyone know what this is?

No its not a BIOS safe mode.
It loads past the BIOS and gives me the option to boot windows. When I try and boot windows, the screen goes black, the CPU fan stops and then computer turns back on again.

Blury lines sounds like a GPU issue. Is it plugged in properly. Are all the cables secure?
Edit: didn't see the BIOS safemode part.
