Yes to get the Railgun you need to beat the story. Problem is that only the story mode has it. So you cannot play with it in MP.

There is no way to preorder just yet on 360 only on one. Buy the game on xbox 360 when it comes out then upgrade. For your sake I hope you can preorder.
