You would be fine with either build although an SSD is not need ATM but you'd be better with the build I suggested.

He wouldnt even be using the Xeon's HT, unless he was playing GTA 5 on ultra settings.

Why? Because for his budget, it is unecessary. He isnt doing anything CPU intensive, just gaming. The Xeon would not make much of a difference in gaming over an i5. It is also almost $100 more. I'd take the SSD pl0x.

It would be a better investment than an aftermarket cooler since he isnt overclocking.
Would you rather take 20 mins to install a CPU Cooler later on or have to reinstall your OS and games onto an SSD later on? The SSD is more of a hassle when it comes to installing it later on. A CPU cooler is easier to install later on.

Gotta agree with dink on the SSD > Cooler.
Reinstalling the OS to the new SSD as well as programs, games, etc. is an absolute ballache compared to just mounting a new cooler.

An aftermarket cooler isnt needed. An SSD is almost a necessity at this point. Especially since the CPU wont get very because it wont be overclocked. The stock cooler will do until he can afford one.
It isnt worth it for just gaming. It is nothing like choosing a 960 over a 970. More like 970 to 390. Close performance, good for certain things.

I like using Xeon's in builds as more games are using more threads to their advantage... But a Xeon has no place in a build of this budget. Saying "Xeon > i5" is stupid. For some applications the different ones are better, but spending a lot more money on one in this build makes no sense. The 1230 is a poor choice compared to a 1245 anyway.

The 1230 is far from a "poor choice". The 1245 is more expensive for a slightly higher clock speed. It's like the 6600, which is $20 or so more than the 6500, it's typically not worth the premium.
Saying "Xeon>i5" isn't wrong. The Xeon has a higher clock speed and thread count, it'll have better multi-threaded performance, and slightly better single core performance.
Hyperthreading has helped in AAA titles and certain games for a long time, it's not new. DX12 will bring better performance for chips with less cores, so when DX12 comes, hyperthreading should matter even less and chips like i5's will perform better.
TL;DR- HT has always helped, i5's are fine for gaming rigs.
