It will be able to run 99% of games on 60FPS, but not much better than that.

Yea, I'm trying to get a pc as cheap as possible but as good as possible (if that makes any sense). $750 is the absolute max. An i5 core is okay and a graphics card with 4GB is what I would like but 3GB is fine.

Not bad if you want to start out with your PC gaming hobby.

If you want a longer run, I would suggest building those exact same parts and you would be saving $100-150

Some cards with 2gb will out perform others with 4gb. Or they are just the same.

Budget?
Mouse, monitor, KB?
Overclocking?
Primary use?

Budget: $750 max, nothing over (includes shipping & tax)
I have a monitor, keyboard and mouse.
No overclocking (unless it won't tear up the parts)
Primary use: Just gaming.

Xeon>i5, 380 No SSD, Add one ASAP, CPU cooler to keep temps low

You would be fine with either build although an SSD is not need ATM but you'd be better with the build I suggested.
