According to an interview with a Bethesda representative in Official Xbox Magazine , as reported by Gamepur, in Fallout 4 you level up not only your character, but each individual perk they possess. Leveling up all your perks would mean climbing up 275 seperate XP levels, which would be a tremendously difficult and lengthy task, so you’ll probably need to pick what you’re going to favour and then stick with those.
This means that Fallout 4’s options for leveling up will be greatly expanded beyond previous games in the series. The game is due for release on November 10 for Xbox One, PlayStation 4 and PC.

Either way. I think it's a huge cap and that a lot of people won't make it. Only hardcore fans will. Most people just make it to the end of the game and never touch it again. Hopefully the system is fair and not hard by the last level where it takes ages of grinding to get it.

Ya almost all of my friends that played Skyrim a lot got to level 81 just over time. It is not hard and you just have fun with it. If you want to level up right off the bat you just use console commands. Some people on TTG are just ignorant and/or morons.
