unzip with an unzipping program, open the folder and open "lips" click "apply IPS patch", a browse window will pop up find the file "OSSAfix" and click open, another browse window will then pop up, this time find your "rockman exe operate shooting star" rom, click open And your done!
I did not make this patch or LIPS i just uploaded it and i will not supply a rom.
