Yes that's right it could also be within a couple of hours as well just depends how quick coolstar is updating his electra to support iOS 11.3.1,
Yeah download ipsw then restore via iTunes and either holding alt or Ctl and click restore but best to back up your phone via iTunes, downgrade to iOS 11.3.1 then once your on iOS 11.3.1 rather than set up as new phone set up from back up via iTunes so you get all your shit back and will be running iOS 11.3.1
