I mean it depends on a lot of things.

First and fore most be sure to be at least 18 years of age and use all your legal information otherwise if you get a dispute or something you will be screwed (most likely). And even if not you may get your account limited and lose all the money in your balance, In most cases you can not get your money back but if you are EXTREMELY lucky you may be able to change your information to real info and if you are of age you could get your money back but to be honest I dont even know why I am saying this because I never heard of this happening.


Secondly if you are selling something be sure they buyer pays as goods and services an you have proof of tracking in case they dispute, (friends and family is fine but thats not how you sell things and if you get a dispute (unauthorized transaction) you have a 99% chance at losing your money and the item you sold.

Buying something pay as goods and services as they offer purchase protection as opposed to friends and family where you have no option to dispute unless you lie and say the transaction is unauthorized like we talked about above which is a really scummy thing to do.

Overall summary it really varies on a lot of things so if you play your cards right YES PayPal is very safe if you play them wrong then PayPal will be a living hell.
