Of course PayPal is safe what sort of question is this? Also depends how you treat your account meaning security wise. I have a Business Account and I feel like it more secure than having a personal account. The main purpose using PayPal is to send payments to Family or Friends in a faster paste with a secure sending progress.

Business accounts are the least secure, sense you can get a debit card when them. They're also easier to get into from random IPs using SOCK5.

Cons - if you send as friends and family & get scammed, you'll never see that money.

Selling things you can get chargeback.

Other than not actually using it for what it is, yeah it's okay. But it's perfectly safe.

PayPal is very safe but just like real life they arent responsible if you pay a scammer or something of that nature. If youre just gonna use it for normally buying things it is great especially if you have it directly linked to your account although thats not mandatory
