They open up their xbox save game that has dlc on it using any hex editing program and changing item ids and quantities.

No, I use the Xbox 360 DLC on the PC version, it allows me to open game saves to add items but that is it, cant do much more, cant even open inventory without the game crashing.

Nope, I already knew how to do it, its been that way since Oblivion, Bethesda is always releasing the DLC and it works the same for PC games only issue is with Skyrim it only works to add items and not actually work as DLC, but it is better than nothing. I chose vamp side so I had to use PC to get the special crossbow and bolts ;) point is the Paragons look better then the shield and there are way better shields out there so I kept the paragons and modded the shield in just for shiiits and giggles... /end

Can you mod your race to snow elf or be one of the two npc snow elves?

Not sure, never tried it, that could be possible via console commands or hex editing and if that doesnt work then 100% with mods but only on PC
