You insert a small red bag thing into it and it becomes an electric "fence/door".

You need to head down into the control room and find the red bag.

It is just before the elevator to get into the surgeon place.

It's a big computer. Look behind it. Their is the red bag.


You get that and you put it in the machine using "x" (I think). You also need the power on for it to work.

I don't believe you can actually get 115 clearance.

I believe the zombies are the ones with 115 clearance.

The reason I believe this: When you kill steiner on one of the boss rounds and pick up the PaP thing he drops, you can go through a teleporter and it will take you to the PaP room. You can stay there until the next round, and zombies will come through the door next to the juggernaut machine which usually requires 115 access.

At defcon 5 the next round the crazy scientist will come and to get in the 115 clearance aka pap room you need to get there via teleport when its defcon 5 or after the scientist dies/disappears. Also after the crazy scientist comes defcon gets reset to one feel free to add this to your post--give credit if you do
EDIT: Also once in the PAP room you can stay in there, there are windows in there too but once no one is in the room the doors shut and you will have to repeat the process
