If you didn't mention a warranty, I wouldn't give one. If the console was junk when it was sold though and you just pushed it off on someone knowing it was going to die soon, karma will take care of you.

Personally if it was me I would not refund him. You knew it was working and offered to even help. Sounds like he is trying to scam you some how.

Aslong as you're not being a dick, and it genuinely worked before you sent it, then you're completely fine. Although can you tell us "doesn't work mean" like, if it was something which caused it to stop turning on, then something easily could have gone wrong in the process of shipping.
