The performance difference between the 390 and the 390x isn't worth the cost at all. I have a 390 and I can max out GTA V at 1080p completely with no problem. At 1440p and 4k you would still be able to play games at good settings with good fps with the 390.

i've got 16GB aswell and personally never seen it go over 30% either

It really depends on what you do. I have 16 gigs but I do a lot of multitasking and go over 8 gigs in usage occasionally, but if you can get a good deal go for it, if not, I wouldn't worry about it as 8 is a good amount for about anything.

8GB is still plenty fine, but 16GB is nice. If you have 2x4GB, you don't need to get a new kit. You can just grab another 8GB kit. I'd say 16GB is definitely worth it if you have the $$ for it and aren't sacrificing elsewhere. RAM pricing is fairly good right now anyway.
