Darkness is atoms that light is not being refracted of, so darkness does not move since atoms are still.

I understand it partially, but not all atoms are still, I do get what you mean.

Speed of light = Speed of light, departure. Where there Isn't light there is dark.
Where there is dark there is atoms not being refracted by light.

I know that not all atoms are still but theoretically speaking to make it easier to understand, when it comes to this sort of question, it's all theory.

There is no such thing as darkness, darkness isn't a thing. Light is a thing as it is composed of photons, but darkness is simply a lack of photons.

What happens when we see darkness does this mean thats light?

I'm pretty sure this question has already been answered and is fairly self explanatory. As stated previously darkness is the absence of light.

I know it's fairly obvious that darkness doesn't "move" but it does take affect at the speed of light per-say. I find this very difficult to explain despite the answer being so blatant and obvious. A photon of light as it moves leaves behind a trail of "darkness", this trail of darkness doesn't lag behind the photon but stays with it and so too at the speed of light. *I know it's a very rough analogy but it may help explain the situation.

Here is a nice thought you might find interesting:
If the sun where to disappear almost instantaneously (so in essence enter darkness) It would take us 8 minutes to realize.

Darkness is just the absence of light. It isn't a physical thing like light. It doesn't have a speed. There are no darkness atoms. When light bounces off something and goes into your eye, you can see it. When there is no light, you can't see it. That's it.

Good thought,
Although everyone can claim scientific methods;
Darkness is absolute,
It can be considered more relatable to 'matter';
It's already there.

How fast is darkness in a half lit room?
See what I mean?

Darkness is most definately a constant. Think about how the world would look with no light, it would be shrouded in darkness. Only lit up by the sun.
