Eh not arrested but he might get in shit. It's not like on tv when they start tracing his IP and shit so I highly doubt he is gonna get caught.

I am under the impression your friend was using either a VPN/proxy server or calling threw skype but if he got the information through an IP address that right there is a federal offense for retaining private information especially if it's something that has to do with the person's house address or phone number. Ordering food like that as a "joke" can be taken into legal action I'm not exactly sure for this one nor am I sure for the first was either but i do know if he was pulling IP addresses and getting private information then it is a federal offense and can result in either a huge fine or 5 years in prison.

Well if he cant get it traced backed to him he should be ok worst comes to worst he will have to pay for the food that he ordered.

They will clearly know its someoneelse if youve ordered like 20 deliveries,and will probably have logged your IP fron the device i which you used and it would come back on you

Unless you do it repeatedly then no but the Police may force you to pay for the food and inconvenience. If you do it repeatedly then you're at risk of being prosecuted for Harrassment which can carry a prison sentence, and likely a restraining order with a suspended sentence.
