It pains me to not correct the title to "neighourhood", but it is as Squanch Games wish. This is a highly missable achievement worth 20G. When you go to the Applebee's in the slums to search for your sister, you will sit at a table and talk to Kenny. He will make a confession to you, and when he has finished you will see your sister and her boyfriend arguing outside. You will then be able to move again and should rush outside to talk to your sister. Before you do this, look down at the table and press LB on the bill to pay it. The achievement will unlock immediately.
