Step 1: Finish Side Mission "Sisterly Love". It starts in Region "The Handsome Jackpot" / Area "The Spendopticon", just next to the fast travel point "Casa de Timothy".

Step 2: After you finished "Sisterly Love", a robot enemy called "The Debt Collector MK II" can spawn at the location shown in the video. It spawns exactly in this spot. However, it's a rare random spawn. You can get one of 4 different robots: Hot Loader / Ice Loader / Shock Loader / Debt Collector. It's just random which one and the Debt Collector is the rarest and most powerful. Quit the game to the title screen and hit continue to load it up again. Each time you do this, the robot you get changes. It took me 20 tries to get the Debt Collector to spawn (alternatively, you can also fast travel to another map and then travel back, but quit/continue is the quickest way). Don't get confused by other robots spawning nearby. The robot you need to look out is a single one that walks alone. Always go to the same marked spot where you get a single Hot Loader / Ice Loader / Shock Loader.
