The Clapstructor is a robot you need to assemble during Main Story Mission "One Man's Treasure". It will sacrifice itself near the end of that mission. After it has sacrificed itself you can speak to it again. You can still return at any later time (e.g. after having finished all story missions) to talk to the Clapstructor again. It's in the "Compactor" area near Trashlantis.
