A feral Wolf Man is running around by the river at Roanoke Valley. He makes weird "wolf sounds". He's a wild man who grew up among the wolves and doesn't know he's a man. When you scare him, he runs to his cave and hides behind some other wolves, which are basically "his family". If you kill those wolves he will cower next to them, a sad sight, but goes to show how much detail Rockstar puts into their games with even small side encounters.
