What you will need:
1.Jam coms
2. Lots of ammo

For this trophy you are going to have to build up your wanted level to level 5. Once you have built up your wanted level to level 5 you are going to want to escape the police during the scanning stage. Make sure the scan doesn't reach 100% and that the police aren't called, if that happens you will have to start over.
*Also note that your reputation will go down for killing civilians*
