If your DualShock 4 is not vibrating, the controller's vibration function may be turned off. To turn it back on follow these simple steps
Steps to fix your controller vibration
Step 1: From the PS4's Home Screen, press up on the d-pad to get to the Function area.
Step 2: Go to [Settings] > [Devices] > [Controllers].
Step 3: Make sure there is a check mark in the [Enable Vibration] function.
The vibration function is disabled when you remove the check mark from [Enable Vibration] option. This setting applies to all controllers, including motion controllers, connected to the PS4. When the check mark is removed, the controller does not vibrate even if you enable the vibration function from within a game.
