Look into stealth servers that offer no kv and problem solved

Could be a plugin. I know XBDM has a KV protection on it that you can enable so you can't delete it with Neighbourhood.

You could also remove the HDD and connect it to a PC and delete it that way

Maybe just try replace If you can if not have a look have a look in your server settings, like Opus said it could be KV protection conflicting with it

Looks like XBDM is stopping it. Copy the xbdm.ini over to your desktop and have a look. There will be a KV Protection bit there. Set it to false if it says True
