So my current build is:

CPU: Intel Corei7 Quad Core Processor i7-7700 (3.6GHz) 8MB Cache
Motherboard: ASUS PRIME B250-PLUS: ATX, LG1151, USB 3.1, SATA 6GBs
Ram:16GB Corsair VENGEANCE DDR4 2133MHz (2 x 8GB)
GPU: 8GB NVIDIA GEFORCE GTX 1070
Power supply: CORSAIR 550W VS SERIES VS-550 POWER SUPPLY
Cooling system: INTEL STANDARD CPU COOLER

I want to upgrade my GPU to a 1080 Ti, would the rest of the build be able to deal with that? Or would I need to upgrade power supply, cooling, etc to cope with the 1080?

You would need to upgrade the PSU for sure, my 550 watt PSU can barely run my 970GTX and 1080 requires more power and Ti GPU's require more power again, I wouldn't risk it but its up too you, your pc will only shut down if the PSU can't handle it, its unlikely that it will blow anything up, So build it and run a stress test see if it shuts down.

What makes you think that? 550W is more than enough for pretty much any system with a single GTX 970.

That is not accurate. A bad quality PSU could absolutely do damage to components.

OP - 550W is enough wattage for your system with a 1080Ti. That said, Corsair's VS series PSU's are notoriously bad quality. If it were me, I'd absolutely replace the PSU with something better quality.

If you're going to upgrade your GPU, wait till the scalper prices drop and then upgrade to a 2000 series card or even a 3000 series if they ever become available again. This way you get access to ray tracing and current hardware. I don't see any issue with bottlenecking unless you go for a very high-end GPU like the 3080 or 90. Good luck!

I say it because I have done it

I ended up having to run a 550 PSU and another PSU together by overriding the second PSU so it ran all the time too run my gtx970 on my old PC until I could afford a decent 800 watt PSU.

I never got issues from my PSU shutting down I have only gotten issues if it either keeps doing it or the PSU actually blows up I have blown a motherboard up this way by a surge from a PSU that went pop.
