No these are not hard unlocked, therefore, you would do it every restart if you want to change what you have already saved to your armory.

My tool allows you to save up to 5 custom mods per weapon at level 1, including the launchers and melee weapons which you cannot do in-game typically.

Tl;dr:
When the project is completed you can:

  • Stock a base level 1 account with 300 custom Weapons (5 per weapon = 300) saved to Armory;
  • 10 Calling Cards and Emblems saved to the Favorites tab;
  • 5 Sprays/Gestures saved to the selection wheel;
  • 1 Skin, Horn, and Soundtrack per Vehicle;
  • and lastly 1 Operator, Skin, and Execution for Warzone and/or 1 Operator, Skin, and Execution per faction in Multiplayer). You will lose the Op Skin if you open the Operators tab after done with the tool!
