Looking to build a PC with this stimmy check.

Budget would be about 800 to start off with but can upgrade at a later date.

I don't have any accessories, so I would need the whole shebang. (mouse and keyboard not very picky on can upgrade later)

If it can run GTA V at 60+ FPS, I'm assuming it can run any other game decently?

Buy any kb/mouse combo for $20-30, they'll do the job for now and are easy enough to upgrade later.

Unfortunately, there are pretty much no new GPU's in stock anywhere for a reasonable price. If you have to buy now, I'd just look at used GPU's honestly. If stock/pricing was normal, then $220ish would get you a GTX 1660 Super, which will perform about on par with a GTX 1070/1070Ti.
With the current market $250ish should get you a used GTX 1070, maybe a 1070Ti. If you're lucky, you might even find a used RTX 2060 6GB for around $250.

If you're not comfortable buying used, then this is really your only option with the budget;

but this is honestly a piss poor GPU, especially for it's price. It would be a good bit slower than a GTX 1070.
