CPU - R5 3600 (200 euros)
or R5 3500 (125 euros)

Motherboard - MSI B450 Gaming Plus MAX(should be 80-90 euros), or a B450 Tomahawk MAX(around 100 euros).

RAM - Cheapest 2x8GB 3200MHz kit you can buy, should be 60-65 euros.

Case - Phanteks Eclipse P400A, Cooler Master NR600, Cooler Master H500, Corsair 4000D, Fractal Design Meshify C, are all good options and shouldn't be too expensive, should be around the 80 euros range for any of these. Although it will depend on stock in your country.

Storage - Just grab any decent, reasonably priced 1TB SSD. I'd aim for an NVMe drive like a Crucial P1/P2, Intel 660/665p, if they're not too much more expensive than a SATA SSD. Should be around 100 euros for something like a 1TB Crucial P2.

Then, spend 50-100 euros on a good quality PSU. Something like a Seasonic S12III will be around 50 euros and do the job just fine. On the other hand, something like a Seasonic Focus Plus Gold will be around 100 euros and give you extra's like modular cables, and an 80+Gold instead of 80+Bronze rating. Just make sure to buy a good quality PSU.

That will leave you with 350-400 euros for a GPU. If you can find any stock, then that should be enough for something like an RX 5700 or 5700XT. Stock/pricing for GPU's has been off for a while now though(in the US and UK at the very least) so you might have some trouble getting a GPU.
It is also worth noting that NVidia's RTX 3060 should be coming out soon, and AMD's RX 6700/6700XT GPU's shouldn't be far off either. Those should all be around 350-400 euros range(if we're lucky) and should offer around RTX 2080 performance.
