For the exact same amount of money, i can get an intel i5-10400F with an Asrock Z490 PRO4 (which seems like it has good capabilities), or a Ryzen 5 3600x with an Asrcok B450 Steel Legend AM4. What do i go for? What is more future proof and has better upgradeability down the line?

I have heard some good things about the steel legend series. I would imaging the steel legend would be future proof. Not sure about what the new graphic cards are going to do, but everything else should be future proof.

I wouldn't buy either.

If you're buying a locked Intel CPU, don't waste money on a motherboard with overclocking support. Just buy a cheaper B or H series chipset motherboard.

If you're buying Ryzen, I'd probably just save a little cash on the 3600x, get a 3600(non X) instead, although it depends on pricing obviously.
Also I wouldn't buy a B450 Steel Legend, it's about the same price as a B450 Tomahawk MAX which is a better mobo.
Money saved on the 3600x by going 3600 might even be enough to let you grab a decent B550 motherboard instead of B450.

Which is more "future proof"? Neither.

Which is more upgradable? IMO, Ryzen, but I can't say for sure. Intel's next generation CPU's are almost definitely going to be supported on current generation motherboards, but their next generation probably isn't going to be much of an upgrade. Maybe a couple extra cores on the high end, if even that.

As for Ryzen, you can swap that 3600(x) out for a Ryzen 9, which is already available. Ryzen 4000 is also supposedly going to be supported with current generation motherboards, but that might mean B550+X570 only. Or, Ryzen 4000 might be a new socket entirely with new motherboards being necessary.
