What is your budget and currency? 2000$

What will you use the PC for? I would like it to be able to play current and future games like the upcoming Elder Scrolls on high settings

Do you need a monitor? If not, what monitor(s) will you be using? Possibly, I do have an Insignia NS-32D200NA14 that I could use.

Do you need a keyboard, mouse, or other peripherals? Yes keyboard and mouse

Do you need an operating system? Yes

Will you overclock? No

Anything else we should know?
I may be willing to wait a little while and if so would probably also be able to put a little more $ into the build in the future if there are better parts that are yet to be released that are worth waiting for, though I'd like to build it somewhat soon. I also have a cheap Onn BT Mouse I could use for awhile. New to building a PC.

If you're looking to wait on the 3000 series to come out for Nvidia graphics cards, I would do that. When those come out, anything in the 2000 series should drop in price slightly. If not, here is my suggestion with a $2,000 budget.

PC build:
pcpartpicker.com/list/mvPbJb

I did not include an OS, because you can find one on a cdkey website for $15 rather than paying the full $100. I've done it on many personal builds.

keyboard (I'd get them with Cherry MX Silver switches):
mechanicalkeyboards.com/shop/inde...amp;p=4322

And for a mouse:
pcgamingrace.com/products/gloriou...el-o-black

This should be slightly less than $2,000 altogether.

EDIT
I don't know what I was thinking putting a 144hz monitor when you have a build like THAT. I would get this monitor instead. It will make you hit the $2,000 budget cap though, not including a mouse and keyboard.

I don't know what you're thinking putting a 1080p monitor in a $2k build, regardless of it's refresh rate.

bin that. or, if you want a PC capable of playing games on that, then spend $150 on an old office PC.

If I was looking at a $2k PC, it'd be something like this;
PCPartPicker Part List

CPU: AMD Ryzen 7 3700X 3.6 GHz 8-Core Processor ($279.99 @ Amazon)
CPU Cooler: be quiet! Dark Rock Pro 4 50.5 CFM CPU Cooler ($89.90 @ Amazon)
Motherboard: Asus TUF GAMING X570-PLUS (WI-FI) ATX AM4 Motherboard ($189.99 @ Best Buy)
Memory: Team T-FORCE VULCAN TUF Gaming Allian 32 GB (2 x 16 GB) DDR4-3600 CL19 Memory ($119.99 @ Newegg)
Storage: Sabrent Rocket Q 1 TB M.2-2280 NVME Solid State Drive ($119.98 @ Amazon)
Video Card: Gigabyte GeForce RTX 2070 SUPER 8 GB WINDFORCE OC 3X Video Card ($499.99 @ Best Buy)
Case: Phanteks Eclipse P500A D-RGB ATX Mid Tower Case ($130.00)
Power Supply: Cooler Master MWE Gold 650 W 80+ Gold Certified Fully Modular ATX Power Supply ($99.99 @ Amazon)
Monitor: MSI Optix MAG341CQ 34.0" 3440x1440 100 Hz Monitor ($479.99 @ Adorama)
Total: $2009.82

If you're not interested in the MSI ultrawide monitor and prefer the 16:9 aspect ratio, then you can save like $150-200 by just getting a 1440p144Hz monitor for ~$300ish.

3700x for 8C/16T but honestly, an R5 3600 would probably do you fine and let you save $100+. You could save a little on the motherboard by going with an Asus Prime B550 Plus, the X570 TUF is worth the premium though IMO.
You could also drop the aftermarket cooler to save some money if you want. Stock cooler with Ryzen will do the job, or you could even just grab a decent $40-60 cooler.
Any $20-30 coolers will be a waste of money though, barely going to be better than stock cooler, if at all.
