64gb ddr4
Msi z370 Sli plus
1tb ssd
Kraken x73 cooler
2080ti

I can't keep this thing cool enough to run factory speed. I have to underclock it!! I have played with voltages right now everything is default except cpu is running adaptive offset -.060. This all seemed to start when I turned gaming mode on in msi dragon. Although I had a lot of glitching and rebooting trouble from day one. I removed it. Reinstalled windows, cmos reset, bought the kraken cooler, even with turbo set to 4.6ghz I get thermal throttling when gaming. Doesn't seem to when benching at this speed. I can't even start intel performance utility bench mark, shuts down instantly If I'm above 4.5ghz. I've not an expert but I'm not stupid either. I have been researching this and working on it for over a month. The guy who built it won't return my calls. So far can't get ahold of anyone at Intel either. Only thing that has help the sever frame dropping is turning on low latency mode in invidia settings. It passes all the diagnostics I can find. Intel processor diag,whysoslow,latencymon, I'm not sure if something is wrong with the default setting for bios? Or I've got something set wrong? I feel like the processor is no good somehow but other than the heat it works fine. Maybe my mother board?. Please help thanks

could probably check the compound application. The 9900k is a relatively hot chip as is, though the AIO should more than suffice. What is the case? could be airflow as well.
