Hello,

I will provide you with a tutorial on how to fix missing DLC error.

This method will work for both Xbox One and Playstation 4

Tutorial:
1. Make sure you have quit your game and cancelled the spec ops dlc as well as any other updates and then power the console off, 2. Turn the console on but keep your finger on the power button until it switches back off and then wait 10seconds before restarting the console, 3. Start the console back up and sign into your online account and run the game.

You should now be able to reinstall the update as usual. Once the update has finished, you can then re install the spec ops dlc.

Don't ask why this is causing issues for some people as I'm not entirely sure. All I know is that myself and many others have tried this method and it's worked every time.
