I see you mentioned LA Noire, while not as open-world I'd suggest checking out the Max Payne series as well it's a rockstar title and they're pretty good latest release was the third one and that came out in 2012.
My list though would be: - Max Payne 3 - The Witcher 3 - Dragon Ball Z Kakarot - Elder Scrolls Online - Star Wars KOTOR 1/2 the kotor series is from 2003 and 2004 but the story and gameplay is awesome, if you don't mind the dated graphics. |

You never specified which platform but heres a few
Kingdom hearts Persona 5 Horizon Zero dawn Jedi Fallen order Skyrim Batman Arkham series Telltale games Nier;Automata very good game highly recommend Bioshock The last of Us Uncharted If your on PC you could get an emulator to play Kingdom hearts etc |
