I came across a used Dell T5610 workstation with a single Xeon E5-2630 v2, Nvidia Quadro K2000, 2TB HDD, 2x 8GB DDR3 1333, Windows 10 pro etc.. with 1 year warranty for £289.99 + £8 postage

I was wondering if that is any good for possibly Adobe Premiere or a beginner video editing not even sure what software I'll stick to yet or if there is an existing better build out there for the £300 budget, thanks.

That would be just fine for video editing if your just starting out hard drive is a nice size but if you start doing 4k editing that will be gone in no time.

Adding on to this. You could build yourself a little entry level editing machine for around ~500. Though this should suffice for anything under 1440p.

CPU is still pretty reasonable. It's a good few generations old now, but it's still an alright 6C/12T CPU.
GPU on the other hand, isn't even close to GTX 750 performance so that Quadro K2000 belongs in the bin IMO.

For £300, that is probably the best you're going to get without deal hunting for used parts.
