Read Machiavelli's The Prince. It answers this question in terms of politics. (You can listen to the full audiobook on Youtube.)

Machiavellian, - cunning, scheming, and unscrupulous

Machiavelli came to the conclusion that the only way to successfully rule as a politician, or a businessman, is to inspire fear in those who serve you, and love in those you serve.

Plenty of modern day politicians seem to try this strategy and fail miserably. They lean too far one way or the other, and it's increasingly difficult to do this successfully with politics becoming more transparent.

To Machiavelli, you should always be ruling in order to benefit the people, as long as they supported you.
But you should be strong and ruthless enough to build, maintain and utilise your own army.
A psychopath on the battlefield who then goes and kisses the cheeks of children..

Think Lord Varys and Littlefinger from Game of Thrones. (Spoilers ahead)

Lord Varys was willing to assassinate people in order to protect the realm. He schemed and plotted in the background while being friendly to basically everyone he interacted with. This worked for him almost completely because he was both ruthless and feared by those who knew him privately, and loved by those who knew him publicly. This only failed him when he openly plotted against someone who feared him. (A result of bad writing I think, but anyway...)

Littlefinger, on the other hand, was feared by those who knew him privately and loved by those who knew him publicly, but his greed for power outweighed his desire to help the people (if he had any that is). Like Varys said, he would burn the Seven Kingdoms to the ground to be King of the ashes.

In essence, Varys embodied more Machiavellian traits than Littlefinger, yet Littlefinger is always referred to as a Machiavellian character.

Loved publicly, feared privately. A delicate balance, tip too far one way and you're either walked all over or torn apart.

Would have to choose fear. Because then you're less likely to get hurt emotionally by someone if you show power.

I will rather be loved then feared unless this was a zombie apocalypse then I would wanna be feared lol.
