Would be useful to know what exactly the system is being used for- what games, etc.

That said, with $1500 for a system and monitor, I'd be looking at something like this;
PCPartPicker Part List

CPU: AMD - Ryzen 5 2600X 3.6 GHz 6-Core Processor ($174.99 @ Walmart)
Motherboard: MSI - B450 TOMAHAWK ATX AM4 Motherboard ($109.99 @ B&H)
Memory: Team - T-Force Vulcan 16 GB (2 x 8 GB) DDR4-3200 Memory ($79.99 @ Newegg Business)
Storage: Intel - 660p Series 1 TB M.2-2280 Solid State Drive ($109.89 @ OutletPC)
Storage: Seagate - Barracuda 3 TB 3.5" 7200RPM Internal Hard Drive ($74.99 @ Amazon)
Video Card: Gigabyte - GeForce RTX 2070 8 GB WINDFORCE Video Card ($454.99 @ Newegg)
Case: Cooler Master - MasterBox NR600 (w/o ODD) ATX Mid Tower Case ($69.99 @ Amazon)
Power Supply: Cooler Master - MWE Gold 650 W 80+ Gold Certified Fully-Modular ATX Power Supply ($74.99 @ Amazon)
Monitor: VIOTEK - GN27DW 27.0" 2560x1440 144 Hz Monitor ($309.99 @ Newegg)
Total: $1459.81

You can drop the HDD for now(or grab a 500GB SSD+2TB HDD instead), and grab this monitor if you prefer;

Easy enough to add an HDD later, but obviously if you're not interested in the ultrawide monitor, you can afford the HDD within budget anyway.

You can use Windows 10 for free, or buy a key for ~$30 from a number of places. Just don't pay $100+ for your OS whatever you do.

Thank you for the recommendation. I would be primarily using it for FPS, Action, and casual play gaming.
