Okay so here is my build:
I9-9900k 3.6 (5.0 turbo) 8/16
ASUS Prime Z390-P
32GB DDR4 3000Mhz (4x8gb)
RTX 2080 founders edition
750w Corsair RM750x PSU
2 500GB SSD
Sealed cpu coolant system

Using CineBench, I am seeing the 4500's as my score. I guess question is my motherboard throttling my cpu? Not enough power? I'm not unhappy about performance, more or less playing with performance possibilities. Nothing is overclocked because I am not super knowledgeable about the voltage variations or even what to do to not burn it out.

I'm new on here, thanks for any help!!

4500cb in Cinebench R15? A stock 9900k should be in the low 2000cb range.

4500 is about right for Cinebench R20. Maybe 4800 is what you're looking for? Dependant on your motherboard, it might not be turboing all the way?? Check with HWINFO what speeds you get.
